Base Flee Rate is the chance of a Pokemon escaping after popping out of the Poke Ball. You will no longer be able to capture that particular Pokemon after it escapes. You will always have at least 1 hit with the Poke Ball.

A Base Flee Rate of 1 means that the Pokemon will always escape if you fail to capture it on the first try. Abra has base flee rate of .99, it will certainly flee after you fail to capture it the first time.

A Base Flee Rate of .2 means that it will escape 20% of the time after you have failed to capture it.

We still don't know how levels, CP, Throw methods, different Poke Balls and Berries affect the flee rate.
