Power Per Second is Power / Duration (in seconds). Because Duration is often written in milliseconds (ms), we have to perform Power / (Duration / 1000) to obtain Power Per Second. Power is how strong the Move is while Duration is the Move's animation / speed.
Power Per Second is used to calculate Damage Per Second / DPS.
