One way you can use this primary/secondary list is to prioritize prestigers. For example lets say there is a level 9 gym with 8 Vaporeon and 1 Rhydon. The best choice would be 6 Parasect which are primary prestigers against Vaporeon and secondary prestigers against the single Rhydon.
