Note that CP gain per Power Up is: Vaporeon > Flareon > Jolteon
Eevee evolution is usually random. Unless you change the name of your Eevee to Sparky, Pyro or Rainer. Sparky allows your Eevee to evolve into Jolteon, Pyro allows it to evolve into Flareon and Rainer allows it to evolve into Vaporeon.
