Base Capture Rate is the chance of capturing a Pokemon after the Poke Ball hits.
A Base Capture Rate of 1 means that you will capture the Pokemon 100% of the time. The Pokemon will never pop out of the Poke Ball.
A Base Capture Rate of .4 means that you will capture the Pokemon, such as Pidgey, 40% of the time. 60% of the time it will pop out of the ball.
We still don't know how levels, CP, Throw methods, different Poke Balls and Berries affect the capture rate.
